José Manuel is a Public Law and Regulatory partner at Gómez-Acebo & Pombo.

He specialises in administrative law and urban planning.

He holds a degree and doctorate in Law from the University of Valencia and a degree in Political Science from the UNED. He also holds a diploma in Urban Management from the Universidad Politécnica de Valencia.

He has been Director of Valencia CF, General Administrative Secretary of the Department of Infrastructure and Transport and Head of the Territorial Service of Urban Planning of Valencia of the Generalitat Valenciana. He is currently a civil servant on leave with national habilitation (Secretary of the City Council), as TAG and as a Technician of the Generalitat.
