Career
He holds a Doctorate in Law from the Complutense University of Madrid (Extraordinary Doctorate Prize, 1972) and is member of the Senior Corps of Civil State Administrators (Cuerpo Superior de Administradores Civiles del Estado) and a congressional attorney (Letrado de las Cortes Generales). He served as Technical General Secretary of the Ministry of Governance and Interior (Ministerio de la Gobernación y de Interior) from 1976 to 1979.
