Career

Overview

Marcus is CEO of ISOLAS LLP. Qualified as an English Barrister and New York Attorney, Marcus served as the Chief Executive Officer of the Gibraltar Financial Services Commission (the jurisdiction’s financial services regulator) from 2003 until 2014.

Marcus was also Chairman of the Group of International Insurance Centre Supervisors as well as of the Gibraltar Investors Compensation Scheme and the Gibraltar Deposit Guarantee Board.

In addition to his role within ISOLAS, Marcus sits on the board of a number of major firms, such as BetVictor where he chairs the Audit and Risk Committee, as well as the Gibraltar International Bank where he chairs the Risk Committee. Marcus is also Co-Chairman of the Office of Fair Trading and a non-executive member of the UK Independent Monitoring Authority which was established under the EU (Withdrawal Agreement) Act 2020.

Prior roles have included Deputy Chief Executive of the Isle of Man Financial Supervision Commission and Head of Banking and Investments at the Cayman Islands Monetary Authority (CIMA).

Marcus was made an Officer of the Order of the British Empire (OBE) in HM Queens Elizabeth II’s 2014 New Year’s Honours List.

Financial Services

An internationally acknowledged expert on financial services regulation and a regular speaker and writer on effective risk management, corporate governance, regulation and anti-money laundering, Marcus was also the principal author of two Transparency International reports on the misuse of corporate entities. Marcus has also done work for the Caribbean Anti-Money Laundering Programme, the UK Department for International Development, the UNDCP and the UK Foreign and Commonwealth Office as well as for the governments and regulators of a number of jurisdictions.
