Position
Joe Beashel is a partner and Co-Head of the Financial Institutions Group and Head of Matheson’s London office.
He is a solicitor with thirty years’ experience almost all of which were gained in the financial services sector. Before joining Matheson in 2004, he was the country head of the Irish fund administration unit of Invesco plc, a leading international investment manager.
Joe and team assist clients with the authorisation of new financial service providers by the Central Bank of Ireland including banks, MiFID / investment firms, fund services providers, alternative investment fund managers, payment and e-money institutions, retail credit firms and others.
He also assists client firms where they wish to expand their existing regulatory permissions.
Working with corporate colleagues in the Financial Institutions Group, Joe and team assist with the merger and acquisition, private equity investment and divestment of Irish regulated firms.
Drawing on his extensive industry experience, Joe provides practical advice and assistance to boards of directors, senior management, in-house counsel and compliance officers in relation to the impact of new regulation. He assists clients in the effective and timely implementation of any required changes and works to provide a robust assurance that implementation meets legal requirements. Joe and his team assist clients to carry out reviews of their process and procedures covering issues such as anti-money laundering, MiFID suitability, client assets requirements.
He assists clients prepare for interview by the Central Bank of Ireland as part of its “Fitness and Probity” framework. He also assists clients prepare for supervisory inspections.
When issues arise he assists clients in assessing the legal and regulatory impact and helps develop remediation plans. Where the Central Bank initiates its administrative sanctions process he works with clients to minimise the impact of any sanction imposed. For sanctions processes he works very closely with Matheson litigation colleagues.
Joe has spoken and written extensively on financial regulatory related matters over many years. He co-ordinates the drafting of course materials for the Institute of Bankers of Ireland Professional Development (Level 3) qualification. He published a MIFID Directory (for MIFI 1 and 2) and a Fitness and Probity Handbook.
