Sebastian Schnitzler leads Deloitte Legal's EU/Public Procurement practice in Germany from the Hamburg office.

Sebastian and his team are passionate about EU public procurement law issues of all kinds. Sebastian has extensive experience with public-facing and legally complex projects at federal and state level as well as involving the private sector. Sebastian has proven expertise in public-public and public-private partnership projects. A particular focus is on IT procurement and digitisation projects as well as R&D, most recently for example in the context of the Hospital Future Fund as well as in the areas of quantum technology, ecosystem of digital identities, interdepartmental classified information communication, Online Access Act and IT consolidation of the federal government.

His impulses go beyond legal advice and often create the basis for a successful implementation of the respective procurement and cooperation projects or successful participation in a tender. Sebastian sees himself as a strategic advisor who is able to recognise business realities and political contexts and bring together heterogeneous interests. Sebastian develops and implements compliance structures and self-cleaning measures and has extensive experience in accompanying due diligence processes with reference to public procurement law as well as in conducting complex special audits in connection with procurement violations (public procurement compliance). He regularly represents his clients in review and appeal proceedings before the competent public procurement tribunals and higher regional courts and has the necessary experience in dealing with public procurement litigation. In recent years, he and his team have successfully represented their clients in a number of large-volume review and appeal proceedings.

Sebastian is a qualified lawyer, qualified lawyer in public procurement law and mediator. He regularly conducts seminars and workshops and participates in academic discourse through lectures and specialist publications. Sebastian is a speaker at the Academy of the German Public Procurement Network and author of Beck's online commentary on public procurement law. He is also a member of forum vergabe e.V., the Procurement Law Working Group of the German Bar Association and the German Procurement Network. Sebastian is listed among the "Best Lawyers in Germany" in 2022 and 2023 in the ranking of the Handelsblatt and the renowned US publisher Best Lawyers in the area of regulation and as "Top Lawyer for Public Procurement Law" in the WirtschaftsWoche regularly.
