Career
Egbert de Groot is a lawyer and partner at AKD who specialises in litigating and advising at the interface of public and private law, construction law (under public law), (especially in the field of construction and area development) and contracts with the government. He advises and assists government bodies, market parties and care institutions about spatial planning, expropriation, the Municipalities (Preferential Rights) Act [Wet Voorkeursrecht Gemeenten], public private cooperation (ppc), land development and contracts with and by the government. He regularly litigates in these fields.
Egbert specialises in the drawing up of area development contracts and the corresponding forms of cooperation, such as joint operating companies, concession agreements and agreements concluded prior to the adoption of zoning plans. He does this, for example, for residential construction locations, industrial sites, horticultural locations, social housing zones and care institutions. He also has plenty of experience with complex land acquisition proceedings and with civil and administrative law cases. Egbert publishes regularly.
As a lawyer specialised in compulsory purchases, Egbert handled a significant number of the compulsory purchases for HSL-Zuid, a high-speed railway line in the area between Amsterdam and Rotterdam. In the National Register of Judicial Experts [Landelijk Register Gerechtelijk Deskundigen] Egbert is registered as an expropriation expert.
Memberships
Egbert regularly publishes on the aforesaid subjects and gives lectures about them, including at training institutes for postgraduate continuing university education. In addition to being a lawyer, Egbert is a board member (secretary) of the Dutch association for lawyers specialising in compulsory purchases, deputy justice at the Leeuwarden court of appeal and lecturer at the Amsterdam School of Real Estate. Egbert is also chairman of the AKD Breda office.
