He specialises in administrative law, with a special focus on urban planning, construction, public tenders, providing assistance to high-profile clients both in court (Regional Administrative Courts (TAR), Council of State, Courts of First Instance, Courts of Appeal, Supreme Court) and out-of-court. He assists Public Entities with reference to urban planning and construction in the drafting of the Urban Planning Deeds and in expropriation procedures, as well as in the drafting of general development master plans with consequent drafting of the technical execution rules and the creation of urban instruments in execution of public initiatives. He has also provided assistance for the incorporation of mixed private and public companies for the carrying out of public local services in various sectors such as, for example, energy, waste recovery, social welfare assistance. Gianluca also assists private national and international entities in real estate transactions and in the management of real estate assets with reference to all the urban planning aspects related to construction, tenders and real estate in general, and consultancy in project financing, in particular with reference to procedures, incorporation of the project company, the drafting of the agreements for construction and management of the works object of the project financing.

Graduate in Law, summa cum laude, at the University of Milan.
