Lucian Bozian is currently a Partner with D&B David si Baias, joining the Competition and State Aid team in January 2014, after previously practising as a case-handler in the Romanian Competition Council for 7 years. His areas of expertise are competition law, merger control, state aid, foreign investment and subsidy control legislation, his expertise in competition and antitrust being consistently recognized by international publications such as Chambers & Partners Europe, Legal 500, Global Competition Review and Who’s Who Legal.

Lucian frequently assists local or international clients in various procedures in front of the Competition Council, such as dawn-raids, including IT Forensic searches, sectoral inquiries, or investigations of anti-competitive practices such as: cartels, exchanges of competitive sensitive information, restrictive behaviours in distribution or franchising, or those specific to the abuse of a dominant position, but also during the implementation of internal measures preventing the breach of competition rules, such as compliance programs, internal reaction procedures, specialized trainings and mock  dawn-raids, constant review of commercial policies.

At the same time, Lucian regularly assists clients involved in various local or multi-jurisdictional transactions or investment projects, both from the perspective of transaction-specific competition rules, such as the handling of sensitive information in the preliminary phases and obtaining the clearance from the Competition Council, as well as from the perspective of obtaining clearance under the investment control regime in Romania.

Lucian is constantly involved in the legislative projects regarding competition rules, as well as those regarding investment control, being an active member in various working groups created at the level of business associations. He also participates and/or gives presentations at conferences and events related to competition law.

Lucian is a graduate of the Faculty of Law, Alexandru Ioan Cuza University of Iasi – 2004, and a member of the Bucharest Bar since 2015. Throughout his career, Lucian also attended a many specializations related to competition and antitrust, locally and abroad: LLM in European Law, Spiru Haret University Bucharest (2006), Competition Economics – Barcelona Graduate School of Economics (2011), Dawn Raids in Practice – Investigative Methods in Antitrust – US Department of Justice and Federal Bureau of Investigation (Bucharest, 2013), PG Diploma on EU Competition Law – King’s College London (2024).
