Noa Meidan has headed the firm’s Project Finance and Infrastructure Practice Group since her arrival, in May 2017. Prior to joining the firm, Noa was a senior partner in, and head of, the Project Finance, Energy and Infrastructure department of Levy Meidan & Co.

Noa has immense experience in the field of PPP tenders and project financing structures, representing clients from all sectors and industries.

As a result of her proven success, in providing legal services for Israel’s five major desalination projects in Ashkelon, Palmachim, Hedera, Sorek and Ashdod, Noa participated in the creation of the de facto model and established “Best Practice” methodology for the execution and financing of PPP-based desalination projects in Israel.

Noa was selected by the Accountant-General of the State of Israel to formulate the “Standard Form” tender documents and concession agreements for all PFIPPP projects to be published in the future by the State of Israel, with the aim of introducing a unified standard for projects of this type.

Noa is involved in some of the largest, most challenging projects undertaken in Israel to date, including:

Representing the Ministry of Defence in a tender for the construction of a new army base in the south of the country; Representing the inter-ministerial tender committee in a tender for the finance, construction, operation and maintenance of an additional line of the Jerusalem light rail system; Representing the Israeli Ministry of Regional Cooperation in the “Red Sea Dead Sea Project” which, as of the present time, is one of the largest global PFI projects; Representing the lenders responsible for financing the extension of the Cross Israel Highway (Sections 3 and 7); Representing the lenders responsible for the financing of a 440 MW power plant at Mishor Rotem; Representing the lenders (including the European Investment Bank) responsible for financing a 121 MW termo-solar project in Ashalim; Representing institutional lenders in financing projects for the construction of residential buildings designated for long-term rental; Representing institutional lenders in financing projects for the construction operation and maintenance of government office buildings;

In addition, Noa’s experience includes:

Representing the State of Israel in the Carmel Tunnels Project for the construction and operation of toll road tunnels across the city of Haifa; Representing the State of Israel in the construction of Highway 431, a 27.5  km highway in the southern part of the Tel Aviv Metropolitan area, and in the PPP tender for the construction of Highway 531, a 10 km highway in the northern part of the Tel Aviv Metropolitan area; Representing the Ports – Development & Assets Company Ltd in the tenders published by it for the construction and long-term operation of the “Hamifratz” (Haifa) and “Hadarom” (Ashdod) Ports. Representing the lenders responsible for the financing and refinancing of the Yam Tethys natural gas project located offshore of the Israeli coast; Representing the sponsors of a pumped-storage hydro-electricity power plant located in the north of Israel; and Representing lenders involved in the construction of several photovoltaic (PV) power plants and co-generation power plants.
