Position

Dr. Nasser, a partner in the law firm, is an expert in planning and construction, real estate, and public law.

One of the most prominent attorneys in his field in Israel, Dr. Nasser has vast expertise and in-depth knowledge of litigation before planning committees of all levels (local, district, and national) and of administrative petitions and High Court of Justice proceedings pertaining to national master plans and local government.

Dr. Nasser is also an expert in land expropriation, consolidation and division plans, land distribution, favorable treatment, variances, multistorey construction, betterment levies, expropriation compensation, and impairment compensation.

Dr. Nasser serves, among his other positions, as legal counsel to the Maaleh Naftali Regional Planning and Construction Board in the North (whose jurisdiction includes the towns of Gush Halav, Beit Jann,  Hurfeish, Fassuta, Peki’in, and Mi’ilya), which, thanks to his skills, has succeeded in advancing plans and permits for thousands of residential units as well as important projects for its constituency.

Dr. Nasser clients include contractors, developers, landowners, local authorities, and public organizations.

Having formerly worked as a defense attorney for the Public Defender’s Office in the Haifa District and the Northern District representing clients facing planning and construction violation proceedings where he garnered a series of significant wins in the field, Dr. Nasser is a trusted expert in this area as well.

Dr. Nasser formally served as a lecturer and instructor in the Clinic for Distributive Justice in Construction and Planning at the Clinical Center of the Hebrew University of Jerusalem School of Law and currently lectures in academic forums on planning and construction as well as local government. In that role, Dr. Nasser conducted a series of continuing education courses for the Israel Bar Association and other organizations on planning and construction, planning and construction violations, and land law.

Thanks to his considerable experience in the field of planning and construction, Dr. Nasser is also a registered urban planning consultant in the Planning Administration consultant database, providing advice on areas including planning policy, public involvement, and land policy. He is also a registered objection investigator under the Planning and Construction Law for hearing objections on national master plans.

Dr. Nasser also has expertise and experience in dispute resolution, mediation, and arbitration and has often served as a court-appointed mediator in complex cases.

Dr. Nasser holds a PhD in philosophy from the Tel Aviv University for a thesis that he wrote in the School of Law on the law’s role in planning and construction proceedings in the Arab sector, a treatise that is valued as one of the leading works on urban planning in Israel. In addition, Dr. Nasser has authored numerous academic and professional publications on planning and construction that were published in prestigious journals in Israel.
