Position

Iulia is founding Managing Partner of VASS Lawyers and is acknowledged as one of the Romanian leading experts in public procurement and public-private partnerships.

Career

Prior to setting up VASS Lawyers, in 2008, Iulia was head of the Public Procurement Department of a top 5 law firm in Bucharest (2006-2008).

Iulia successfully assisted complex public procurement and PPP projects in the fields of oil & gas, real estate and constructions, energy and natural resources, utilities, infrastructure, mass-media, IT, defence, food or environment, advising economic operators as well as contracting authorities in the intricate process of organising and/or participating to award procedures. Iulia has also an extensive experience in representing clients before the National Council for Solving Disputes and the competent courts in public procurement litigation.

During the past 12 years, Iulia has written and spoken widely on public procurement and public-private partnerships, having an extensive publishing activity and also being a constant presence at national and international conferences in the eld. 

Moreover, Iulia was acknowledged by Legal 500 as Leading Individual for the PPP and Procurement practice, being characterised as “outstanding, by international standards” and being “praised for her ‘capacity to draw scenarios regarding a certain case and anticipate the results’”. She is also recommended by Global Law Experts, the guide of world’s top lawyers, for the Public Procurement and PPP field in Romania.

Education

Iulia holds a Bachelor’s degree from the University of Bucharest Law School and an LLM with distinction in Public Procurement Law and Policy at the University of Nottingham. She also holds a Master’s degree in International Relations – Con ict Analysis and Resolution from the National School of Political Studies and Public Administration.
