Stephan graduated from the University of Utrecht in 1998, majoring in Private Law and Criminal Law. After graduating, he worked for Loyens & Loeff and in 2003 he moved to Ploum. Stephan completed the Post-Graduate Programme in Funding & Securities at the Grotius Academie and the Post-Graduate Programme in Energy Law at the VU University Amsterdam.
