Career

With more than 13 years of professional experience in the financial services industry, very strong business acumen and market knowledge, Andreea has a diverse experience, both in terms of the clients she serves (such as credit institutions, payment institutions, e-money institutions, investment funds, credit servicers and purchasers, IFNs), and the range of legal services provided in relation to financial regulations.

Over the years, her record of accomplishments included some of the top transactions in the financial industry in Romania, and she was often lead lawyer on prominent loan portfolio disposals, business line transfers and financial sector M&A deals (regulated targets being banks, IFNs and electronic money institutions). In these deals she advised on both corporate and regulatory matters and acted as lead negotiator of the transaction documentation.

She is recognized by the key market players and by her peers as a highly skilled lawyer in advising on NPL loan deals (having assisted over the years in around 70% of NPL deals made in Romania by number, EUR 10bln aggregated deal value). She is experienced in handling cross-border and complex regulatory issues as she often coordinates multi-country projects in several jurisdictions of Central Europe.

In recent years, Andreea focused on gaining excellent strength in the industry about the breadth of coverage of regulatory issues (payments, electronic money, outsourcing, fintech etc) and depth of knowledge. She coordinated multidisciplinary and multi-country team of experts on several projects on the set-up and successful authorization of various companies as regulated entities (PIs, credit servicers etc.). She often advises on regulatory issues in the establishment of new financial products, branches of foreign institutions and/or other lending business models and marketplaces.

She acted as legal counsel to numerous banks, PIs & EMIs in relation to the outsourcing of their critical functions to suppliers (including cloud & ICT services), being experienced in the adaptation of contracts to the provisions of EBA Guidelines on outsourcing and DORA.
