Career

Ms. Dabbas concentrates her practice in policy and legal reforms related to enhancing opportunities of private sector participation in utilities and public services. Ms. Dabbas has extensive experience in infrastructure transactions, PPP projects, disposals and acquisitions (particularly those involving state-owned companies).

Ms. Dabbas has served on drafting state law provisions in virtually all aspects of public finance, infrastructure and transport, Telecommunications, energy and public utilities. She has assisted the Palestinian Ministry of National Economy in preparing and drafting a modern draft of the Debt Resolution Law including regulations governing restructuring and bankruptcy matters.

Ms. Dabbas has also participated in complex projects such as the development of the national railway network and privatization of local public institutions, major regional reform projects such as KSA 2020 programs, projects related to the development of the tourism sector in Jordan and within the region, USAID Rule of Law programs, enhancement of the judicial system in Jordan which included development of Mizan case management system, Dubai doing business projects, USAID Rule of Law programs, Palestine justice enhancement programs etc.

In particular, she participated in conducting the “Study of the Railway Development Strategy” which recommends the development of a national standard gauge rail network linking major centers in Jordan with its neighboring countries. She also participated in performing Due Diligence of a private sector entity on the acquisition of shares of CEGCO, a Jordanian government owned entity that generates electricity in Jordan as part of the Jordanian government's intention to revitalize and privatize the company. In addition, Ms. Dabbas advised on the concession agreement related to the expansion of the Queen Alia International Airport through a private-public participation scheme. 

Prior to Joining IBLAW, Ms. Dabbas worked as a Senior Attorney at the Jordan Petroleum Company, the Ministry of Justice/ Court of Appeal, and the Prime Ministry.
