With four decades of legal practice, Luis Rafael Pellerano is recognized as one of the most complete lawyers in Central America and the Caribbean. His practice focuses on project financing, capital market transactions, mergers and acquisitions, debt restructurings, government relations, conflict resolution, mining, energy, natural resources, securities, banking, technology, and complex international and cross-border transactions.

He has led most of the flagship transactions in the Dominican Republic as well as numerous high-profile infrastructure projects and transactions in the country that have been recognized internationally. For example, the only registration of a Dominican public company in the New York Stock Exchange, the largest acquisition in the history of the country, for an amount greater than USD $ 2,000 million, the largest foreign investment made in the country, for more than USD $ 6,000 million, and the first international issuance of sovereign bonds, among others.

Luis Rafael has been twice president and a founding member of the Dominican Mining and Oil Chamber of the Dominican Republic, member of the Board of the Popular Association of Savings and Loans (1995-2003), secretary of the Board of Directors of Banco Adopem (2012-2017), member of the Board of Directors of LexMundi, the world's leading network of independent law firms.

Luis Rafael has been vice president of the Dominican-Canadian Chamber of Commerce; President of the Dominican Association of Exporters (1994-1996), member of the Board of the Popular Association of Savings and Loans (1995-2003), secretary of the Board of Directors of Adopem Bank (2012- 2017) and twice president of the Dominican Mining and Petroleum Chamber of the Dominican Republic. Luis Rafael is a member of the Bar Association of the Dominican Republic and the New York State Bar Association.

Luis Rafael received his Bachelor of Laws from the Universidad Nacional Pedro Henríquez Ureña in 1984. In 1985, he studied at the University of Michigan, in Ann Arbor, Michigan.
