Lawyer from the University of Chile and Doctor of Law from the Complutense University of Madrid. He served as Minister of the Constitutional Court (2012-2020), member of both the Supreme Court and of the Court of Appeals of Santiago before joining Cisternas and Cía.

Currently, he is President of the Chilean Institute of Administrative Law, professor of Administrative Law and lecturer at the School of Law at the University of Talca. There he also participated as a researcher at the Center for Constitutional Studies of Chile. He has specialized in administrative, constitutional and municipal law throughout his extensive public and academic career.
