Career
Carmen’s main areas of practice are International Litigation, Private International Law, and Arbitration, in which she works both as a legal expert and conducting litigation. She figures in lists of arbitrators of many arbitral institutions (CBMA, FGV, CAM-CCBC, CIESP/FIESP), having served as a sole arbitrator, chair and co-arbitrator in institutional and ad hoc arbitrations, in Brazil and abroad, and counsel in several cases. Carmen was also appointed as prospective arbitrator to the Mercosur and the Mercosur-Bolivia Tribunal by the Brazilian government.
She acted as legal expert in various disputes in foreign jurisdictions including Australia, France, United Kingdom, Germany and multiple U.S. States." She also subscribed, along with other international law scholars, the amici brief referred to by the Supreme Court of the United States in the case Sessions, Attorney General v. Morales-Santana.
She is the author of many books, including “The current practice of international cooperation in civil matters”, “Extensão e Limites da Jurisdição Brasileira”,“Direito Constitucional Internacional” (co-authorship with Luis Roberto Barroso), “The Human Rights of Aliens under International and Comparative Law”, “Arbitragem Comercial Internacional”, “Private International Law in Brasil”, “Direito Internacional Privado”, the last two in co-authorship with Professor Jacob Dolinger, as well as several book chapters and articles, both in specialized periodicals and in newspapers, in Brazil and abroad.

She holds an LLB (1981) from the Rio de Janeiro State University, an LLM (1987) and PhD (1998), both from the University of Virginia School of Law. She works as a Full Professor of Law at the Rio de Janeiro State University- UERJ since 1982.
