In recent years, Carlos advised clients such as Abbott, Petrobras, Owens Illinois, Shell, Bayer, Dow AgroSciences, BTG Pactual, Phoenix Tower, Unilever, among others, in transactions totalling billions of dollars, having a direct impact on Bolivia’s economy.
In parallel, he frequently advises international and multilateral banks on complex project and structured finance transactions as well as corporate financing, including syndicated loans, secured financing and capital market transactions in Bolivia and abroad. Similarly, he often advises investment banks, credit rating agencies and insurers and reinsurers in connection to regulatory and administrative law matters.

Prior to joining PPO, Carlos was a partner in a regional law firm for almost 10 years. Before that, he worked as international lawyer in the Caracas, Venezuela office of McLeod Dixon LLP (Now Dentons) and in Mayer Brown LLP’s offices in Brazil. He also served as legal consultant to Lockheed Martin Corporation in Washington DC and worked for law firms in Los Angeles and Washington DC.

He obtained his law degree from the Universidad Católica Boliviana in La Paz and an LLM in International and Comparative law from The George Washington University Law School in Washington, DC. In addition, he obtained a postgraduate degree in Capital Markets from the Universidad Privada de Santa Cruz de la Sierra.

As well as day-to-day corporate advice, the team is active in sector-significant transactions, often on a cross-border basis, from company and asset acquisitions to drafting commercial agreements. Practice head Carlos Pinto plays a lead role in both company and asset acquisitions, as well as advising companies on public tenders for the development of energy and infrastructure projects. He leads the team alongside Marcial Fernández, who acts for an impressive roster of national and international clients in M&A, restructurings and dissolutions, and foreign investments.
