Director

Jack has expansive experience in structuring, negotiation and execution of public procurement processes in all its stages, and has provided advisory to national and international corporations on public and private procurement, conflict resolution, government auditing, regulatory matters, concessions and delegations. He has ample experience in public and private sectors, with focus on matters of Administrative and Corporate Laws.

Jack has solid knowledge in several areas of Public Law. In 2011, he was member of the General Coordination of Legal Advisory team of the Ministry of Transport and Public Works, where he acquired experience in areas of public procurement, appeal resolutions and administrative challenges.

In 2015, he joined the Advisory Area at the Public Procurement for the Public Space Unit in the Metropolitan Public company of Mobility and Public Works (EPMMOP), conducting precontractual processes for important works in the Metropolitan District of Quito.

In 2016, he served as Acting Director for Service Promotion at the Commercial Management of EPMMOP, and was in charge of the necessary proceedings so that said public company would become a government contractor.

Before joining Spingarn, he worked for Ferrere Abogados, an important international legal firm, where he advised national and international corporations in administrative and regulatory matters.
