Career

Fábio Medina Osório , full partner at Medina Osório Advogados, served as Federal Attorney General in 2016. He is the executive president of the International Institute of State Law Studies - IIEDE, lawyer and a PhD in Administrative Law from the Complutense University of Madrid, where he was tutored by Professor Eduardo García de Enterría. He holds a Master's degree in Public Law from the Federal University of Rio Grande do Sul (see Curriculum Lattes).

He was a Public Prosecutor for the Public Prosecutor´s Office of Rio Grande do Sul for over 14 years, approved in first place in the career contest. He was Deputy Secretary of Justice and Public Security (2003-2005) in governor Germano Rigotto´s administration in Rio Grande do Sul. He is President of the Special Committee on Administrative Law Sanctions of the National OAB (Brazilian Bar Association) - (2022/2025), currently serving his second term. Main academic works: "Direito Administrativo Sancionador" (Sanctioning Administrative Law), first edition of 1999 and most recent in 2023; "Teoria da Improbidade Administrativa" (Theory of Administrative Improbity), first edition of 2006 and most recent in 2022; "Direito Sancionador no Sistema Financeiro Nacional" (Sanctioning Law in the National Financial System) (Editora Fórum, 2007); "Improbidade Administrativa: Observações sobre a Lei 8. 429/92" (Administrative Improbity: Notes on Law 8.429/92) (Editora Síntese, first edition of 1997) and "Mercado de Capitais - Regime Sancionador"; (Capital Markets – Sanctioning Regime), (together with Alexandre Pinheiro dos Santos and Julya Sotto Mayor Wellisch, released by Editora Saraiva, in 2012).

He is a consultant for the Journal of the Judiciary Studies Center (CEJ), associated to the Federal Justice Council, and for Revista Brasileira de Direito Administrativo (Brazilian Journal of Administrative Law), of FGV (Getulio Vargas Foundation).

Full partner and founder of Medina Osório Advogados. He is a collaborating professor at the TRF4 and TRF2 (Regional Federal Court) Schools and also at the Rio de Janeiro State School of Magistracy (EMERJ). He is also a counselor of the Movement for the Defense of the Practice of Law (MDA).

He was a professor of Criminal Law in the post-graduation course of Criminal Law at UFRGS, PUC, UNISINOS, and at the School of Magistracy of Rio Grande do Sul. He was the first in Brazil to create the discipline "Principles of Sanctioning Administrative Law"; in the master´s and doctorate courses at UFRGS Law School. Speaker in national and international conferences.
