Career
Man Gi Paik is a senior patent attorney at Kim & Chang. He practices primarily in patent prosecution, licensing, litigation, and strategy counselling on intellectual property (IP).
With over thirty six years of practice in international and domestic IP matters, Mr. Paik has developed practical experience and expertise in a variety of IP issues and practices, including strategic patent prosecution, patent licensing tactics and patent monetization. He further advises on prior art search techniques, freedom-to practice opinion, and strategic IP management consulting for both public and private sector.
As a leading member of the Intellectual Property Practice of Kim & Chang, Mr. Paik works extensively with a broad range of companies in information technology industry, such as mobile phone companies, consumer electronics companies, semiconductor companies and medical equipment companies. He is an expert in advising on IP issues related to electronics and software technology and also an expert in advising government policy-related matters.
Prior to joining Kim & Chang, he was with the Korean Intellectual Property Office (KIPO) from 1978, as a patent examiner in the electronics field after graduating from Korea Advanced Institute of Science and Technology. During his 21-year career as a civil servant, he was appointed to a number of key positions in KIPO as well as in the Ministry of Trade, Industry & Energy (MOTIE). He has intimate knowledge of KIPO, serving as a patent examiner, appellate trial examiner, and associate professor in International Intellectual Property Training Institute in Korea and the Director of Computerization. In MOTIE, in addition to his role as the Director of Information Industry Promotion Division and the Director of Semiconductor Industry Division (where he was nick-named as “Mr. Semiconductor”), the highlight of his government service was as Director General in Industrial Technology Policy Division overseeing the nation’s industrial and technological policy.
As one of the architects of the National Innovation System, Mr. Paik drafted many innovation policy-related laws including Technology Infrastructure Promotion Law and Basic Electronic Commerce Law in Korea. While working as Director of the Semiconductor Industry Division in MOTIE in 1992, he was also responsible for preparing a draft law related to a layout-design of a semiconductor in Korea which is now widely recognized as a new intellectual property right.
He is a member of National Academy of Engineering in Korea since 2005. He was also a member of the Presidential Council on Intellectual Property. He is currently the Chairman of the Korean Association for Intellectual Property Services. Mr. Paik was an adjunct professor and a board member of Korea Advanced Institute of Science and Technology. Also, he had served as a member of policy advisory board to the commissioner of KIPO.
