Career

Sun Seong Park is the head of the banking litigation team at Kim & Chang. His practice primarily focuses on banking litigation involving banks, securities companies and insurance companies, and on antitrust litigation and construction litigation. He also has extensive experience advising his clients in alternative dispute resolution, such as arbitration and mediation.

Mr. Park is an attorney with outstanding legal analysis and litigation performance abilities. He possesses various litigation experience in the following areas: litigation related to funds such as real estate, ship, and aircraft funds; litigation related to derivatives such as ELW and ELS; litigation related to various types of insurance such as trade insurance; litigation related to corporate rehabilitation and bankruptcy; litigation related to workouts; collective action litigation related to banking such as collective action due to return of mortgage registration fees, indemnity for suicide, and personal information leakage by card companies; numerous antitrust litigation such as business funneling, unfair competition, and collusion (insurance premium collusion, zinc surcharge collusion, fuel surcharge collusion, fertilizer collusion, and petrochemical product collusion); and litigation related to construction such as construction permits, liability for warranty against defects, extra construction costs, and settlement payment cases. He counsels numerous clients including financial institutions, construction companies, manufacturing companies, IT and high-tech companies, Korea Water Resources Corporation, Korea Hydro & Nuclear Power Co., Ltd., and Military Mutual Aid Association.

Before joining Kim & Chang in 2005, Mr. Park served in the judiciary for 15 years, as a judge, a presiding judge in various courts, and a research presiding judge in the Supreme Court of Korea. During his tenure as a judge, he gained extensive experience in a wide range of matters in civil, criminal and administrative cases. When serving as Deputy Director General of Registry Bureau of the Court Administration Office of the Supreme Court of Korea, he successfully led the Computerization Project of the Real Estate Registration System as the PM of the project. He is also actively involved in various research associations such as the Academy of Private Case Law Studies, the Korea Association for Infomedia Law, the Civil Practice Research Association, the Criminal Practice Research Association, and the Special Practice Research Association. He has published numerous papers and has participated as a co-author of “Annotated Civil Law” (2006) and “Annotated Criminal Law” (2011).

After joining the firm, Mr. Park continued to serve as a member various committees, including the Real Estate Registration System Improvement Committee of the National Court Administration (2005-Present), the Legislation Committee of the Korean Bar Association (2009-2013), the Administrative Trial Committee of Cheong Wa Dae (“The Blue House”) (2010-2012), and the Administrative Litigation Law Revision Committee of the Ministry of Justice (2011). He also served as an arbitrator at the Korean Commercial Arbitration Board and was elected as president of the Professional Arbitrators’ Association in 2018. He participated in the public trial of the Supreme Court en banc decision for the defense of a representative domestic portal site on the issue of the portal site’s obligation to delete libelous news articles.
