Career

Felix is a criminal litigator and competition lawyer, with a particular focus on complex white-collar crimes, competition law, and securities regulatory matters relating to listed companies, international financial institutions, and multi-national corporations.

He frequently represents clients in multi-jurisdictional investigations and court proceedings taken out by the Securities & Futures Commission (SFC), the Stock Exchange of Hong Kong (SEHK), the Hong Kong Monetary Authority (HKMA), the Independent Commission Against Corruption (ICAC), the Commercial Crime Bureau (CCB), the Hong Kong Police Force, the Immigration Department, the Customs & Excise, the Inland Revenue together with various regulatory bodies and professional councils in Hong Kong.

His notable experience includes:

  • Assisted Mr. Kwok Ping-kwong Thomas of Sun Hung Kai Properties in the successful Court of Final Appeal leave and bail applications (FAMC9/2016) relating to an ICAC matter
  • Represented Television Broadcasts Limited in the high-profile Takeovers & Mergers Panel hearing concerning Whitewash Waiver, Takeovers Code and Broadcasting Ordinance
  • Defending investment bankers and senior management of state-owned enterprises in Foreign Corrupt Practices Act (FCPA)-related investigations
  • Defended a listed company chairman in the first SFC prosecution in Hong Kong on Price Rigging under section 296 of the Securities & Futures Ordinance
  • Represented a crude oil trader in a cross-border false trading investigation by the Chicago Mercantile Exchange & Chicago Board of Trade and secured a settlement
  • Handled a corporate investigation held in London concerning price fixing of financial products and the related anti-trust investigation in the United States
  • Defended listed company directors in an L/C fraud trial and instructed a leading Queen’s Counsel from London on stay applications, judicial review & appeal
  • Handled a multi-jurisdictional commercial claim of over HK$300 million involving Hong Kong, Mainland China, Bermuda, the British Virgin Islands, Singapore, and the United States
  • Represented a listed company chairman in Mutual Legal Assistance proceedings at the City of Westminster Magistrates’ Court, United Kingdom, and in Germany
  • Advising several international fashion, jewellery and watch brands on the Competition Ordinance
