The Philippine chapter of The Public-Private
Partnership Law Review 3rd edition was contributed by
SyCipLaw partners Marievic G. Ramos-Añonuevo and Arlene M. Maneja.
The chapter includes information on public-private partnerships (PPPs) in the
Philippines, including general framework, bidding and award procedure,
contractual arrangements, financing, and recent developments and decisions.
Ramos-Añonuevo heads the firm’s Banking, Finance & Securities
department. She also has substantial experience advising major local and
foreign clients in the fields of banking, project finance, privatization,
infrastructure, foreign investments, mergers and acquisitions, corporate
rehabilitation and restructuring, securities, and land acquisition and
development. Ms. Añonuevo is currently representing the various lending syndicates
that have extended or committed to extend financing for the ongoing Metro
Manila Skyway – Stage 3 Project (Php31 billion), the Mactan-Cebu International
Airport Project (Php23.3 billion), the NAIA Expressway Project (Php7.5
billion), and the Modernization of the Philippine Orthopedic Center Project
(Php2.9 billion).
M. Maneja specializes in PPPs, investments, infrastructure, power,
renewable energy and competition law. She has assisted leading Philippine
conglomerates in bidding for PPP contracts in the transport and water
industries, including the bidding and re-bidding of Php65B Manila LRT Line 1
Extension, Operations and Maintenance Project, the Php17.5B Mactan Cebu
International Airport Expansion, Operations and Maintenance Project, the
Php24.4B Bulacan Bulk Water Supply Project and the LRT Line 2 Operations and
Maintenance Project.
