Career

Mr. Seong Choel Park is a partner in the Litigation Practice Group at Jipyong and advises and represents clients in the areas of litigation and aribitration, construction and real estate, labor, education and North Korea.

Mr. Park has successfully represented clients in numerous complicated litigation and arbitration cases. In particular, Mr. Park is specialized in the constitutional law, administrative litigations and the public law litigations. Mr. Park has much experience in the disputes in the construction and real estate industry, and has a record of winning many important and difficult cases of in the fields of educational administration, labor disputes, disclosure and protection of information, pharmaceutical and medical malpractice, media and telecommunication and entertainment.

Mr. Park has developed his own expertise and know-how in the understanding of the business structure as a whole and provides practical and innovative solutions despite the complicated and complex nature of disputes related to various projects related to urban development and reconstruction, PF projects or private investment projects. Mr. Park has proved his capability and expertise in litigations, arbitrations and mediations with respect to various environmental disputes and construction related disputes arising from subcontracting, construction payment, construction supervision, change of design, purchase and sale of apartments and shopping mall lots, repairing of defects, and compensation for expropriation of land and buildings.

Mr. Park successfully represented clients in numerous significant administrative litigations where fierce arguments were made in the fields of regulation laws focused on construction and real estate industry, labor issues, public contracting, benefits for R&D, disputes related to the Education Act, and North Korea-related businesses. In particular, Mr. Park successfully represented clients in socially significant constitution related cases with regard to the lease clause under the Civil Code, the appointment of judge clause under the Court Organization Act, the Community Credit Cooperatives Act, and the Public Official Election Act. Mr. Park also has a wide range of experience in winning the constitutional and administrative litigations in which he represented the Ministry of Interior and Safety and many public organizations. Recently, he has expanded his legal services into advice and litigation regarding regulation on new industries, turning attention to future industries.

As a researcher appointed by the government departments and the judicature, Mr. Park has actively participated in the tasks of legislation and amendment of many laws and regulations related to the various controlling policies, including the laws of relationship between South and North Koreas, the Education Act, the diplomatic relations law and the judicial administration.

Mr. Park is a member of the Korean Bar. Mr. Park has a LL.M from Queen Mary, University of London, a LL.M in administrative law from Seoul National University and a B.Soc.Sc from Seoul National University.
