Position

Vincent is a projects and commercial lawyer. He advises public sector clients on capital projects, contracts and service delivery models including the establishment of wholly owned companies, outsourcing, partnerships and joint ventures. Vincent has established a variety of contractual and corporate structures including shared services arrangements between public bodies. He also advises on the associated funding arrangements including grants. He acts for different types of public sector bodies including clients in the local government, emergency services, education, health and housing sectors.

Vincent has a good understanding of procurement law. He has advised in particular on stand-alone procurements and call-offs under frameworks, the availability of exemptions including the in-house exemption and public sector co-operation arrangements, and contract variations. He has also advised extensively on the application of the procurement rules to projects involving the development of land.

He also advises private sector clients on contracts with public sector bodies, outsourcing, supply agreements and joint ventures.
