Career

Jay Ryan represents electric and gas utilities, private equity investors, private equity portfolio companies, merchant generation and transmission developers, hydroelectric licensees, and offshore wind and other renewable companies on the development of infrastructure projects, FERC regulation of generation and transmission assets, and the operation of energy and capacity markets. Named an Energy and Environmental Trailblazer by The National Law Journal, Jay currently advises clients on energy transition matters, including DOE funding programs; the development of HVDC transmission, offshore wind assets, pumped storage projects, and cross-border facilities; and FERC regulation of transmission assets and wholesale power markets. Jay's expertise includes infrastructure permitting; audits, investigations and enforcement actions; asset acquisitions, due diligence and divestitures; issues arising under federal and state energy and environmental laws; and associated regulatory, litigation, and transactional matters.

Memberships

Jay currently serves on the Board of the Northeast Chapter of the Energy Bar Association and is a former Board Member of the Washington, D.C. chapter of Girls on the Run. Jay previously served as Chair of Baker Botts' Energy Regulatory Practice and Chair of the National Hydropower Association's Regulatory Affairs Committee.
