Drawing on her extensive experience as Assistant General Counsel - Regulatory & Litigation at the Electric Reliability Council of Texas, Inc. (ERCOT), Juliana Sersen's practice focuses on counseling and representing energy clients on regulatory matters and complex energy market issues.
While at ERCOT, Ms. Sersen developed, revised and reviewed proposals to change rules for the ERCOT market; represented ERCOT in a wide variety of matters before the Public Utility Commission of Texas (PUCT) and the State Office of Administrative Hearings (SOAH); served as the managing attorney for all matters involving commercial operations in the ERCOT market; and managed the market participant registration department. She was also a managing attorney representing ERCOT in the securitization proceedings at the PUCT in which the Commission approved the Debt Obligation Orders to securitize over $3B associated with costs stemming from Winter Storm Uri.
Prior to ERCOT, Ms. Sersen was in private practice where she represented clients in commercial disputes and transactions.
As Assistant General Counsel – Regulatory & Litigation, Juliana Sersen managed all market liquidity risk management matters arising out of Winter Storm Uri and led the applications for the Public Utility Commission of Texas' (PUCT) approval of Debt Obligation Orders to securitize approximately $800 M in default amounts owed to ERCOT and $2.1B to reimburse market participants that paid extraordinary uplift charges. Ms. Sersen was one of the key leads in the development of Real-Time Co-optimization in the ERCOT market and headed the integration of Lubbock Power and Light into the ERCOT region.
Ms. Sersen served as the managing attorney for all matters involving commercial operations in the ERCOT market (including the Real-Time Market (RTM) and Day-Ahead Market (DAM), Congestion Revenue Rights (CRRs), and issues involving market analysis & validation, pricing, wholesale settlement, credit, retail operations, and metering). Ms. Sersen also managed the Alternative Dispute Resolution (ADR) process between ERCOT and market participants and served as the primary legal liaison between ERCOT and PUCT staff. During her time with ERCOT, Ms. Sersen was very active in ERCOT stakeholder committee activities, and has developed, sponsored and revised numerous Nodal Protocol Revision Requests (NPRRs).
During Ms. Sersen's twelve-year tenure at ERCOT, she represented ERCOT in numerous rulemakings and contested cases before the PUCT and State Office of Administrative Hearings (SOAH), and drafted and advised on proposed and newly adopted legislation and regulations. Ms. Sersen is experienced in procedural and substantive issues involving all aspects of the Texas electric market. In addition to managing ERCOT regulatory attorneys and staff, Ms. Sersen managed ERCOT's market participant registration department and is well versed in market participant qualification requirements and ongoing participation obligations.
