Career

Dominique Casimir concentrates her practice on government contracts litigation and counseling. She represents government contractors hailing from a wide variety of industries, including defense, healthcare, information technology, and professional services in matters arising under both military and civilian agency procurements.

Dominique regularly litigates pre-award and post-award bid protests before the U.S. Government Accountability Office, the U.S. Court of Federal Claims, and the Federal Aviation Administration Office of Dispute Resolution for Acquisition. She has extensive experience litigating complex contract claims before the Armed Services Board of Contract Appeals as well as litigating teaming disputes in arbitration proceedings.

Dominique has successfully handled suspension and debarment matters involving some of the world's largest multinational corporations as well as small businesses and individuals. She has appeared before the suspension and debarment officials of numerous federal agencies, and routinely advises internal investigations teams regarding the mitigation of suspension and debarment risk, including when and how to make voluntary disclosures to suspension and debarment officials. Dominique frequently lectures and writes about suspension and debarment, and is currently serving as co-chair of the American Bar Association’s Debarment and Suspension Committee. She has assisted numerous clients with mandatory disclosures.

Dominique’s practice also includes False Claims Act matters and investigations of alleged procurement fraud. She has worked with many clients on responding to civil investigative demands and government subpoenas in complex, document-intensive matters.

In addition to her litigation and suspension and debarment practice, Dominique routinely counsels clients on compliance issues arising under government contracts and federal grants.

Professional Activities

Dominique serves as a member of the Public Contracts Section of the American Bar Association (“ABA”), as well as co-chair of ABA’s Section of Public Contracts Law Committee on Debarment and Suspension. In addition, she acts as the Section liaison to the ABA’s Commission on Racial & Ethnic Diversity in the Profession. Dominique also serves on the board of the Contract Appeals Bar Association.
