Career

Henrique has wide-ranging experience in consulting and litigation involving administrative and regulatory law, working with public tenders and contracts, state-owned companies, regulation of economic activity and public utilities framework, especially involving the following sectors: highways, sanitation, ports, airports and, above all, education.

His practice covers larger projects, such as modeling for concessions and public works, advising on bids for large-scale concessions, as well as smaller-scale projects, such as administrative agreements, negotiating partnerships with administrative entities or working in public tenders and dismissals of public procurements.

In assisting concessionaires and companies regulated by regulatory agencies, Henrique works with administrative proceedings, claims for economic and financial rebalance of public agreements, and in preparation of new regulations. He also has solid experience in civil inquiries and proceedings before external control entities, such as the Public Prosecutor’s Office and the Federal Court of Auditors, as well as in judicial litigation arising from administrative proceedings.
