Career
Leader of the Firm’s German Government Regulation Practice, Dr. Holger Neumann has, for more than 20 years, advanced client interests by providing regulatory counsel before government agencies and representation in the administrative courts. His agency litigation experience includes cases before national German administrative courts, appellate courts, and the German Supreme Administrative Court (Bundesverwaltungsgericht) and extends to European courts, including the Court of Justice of the European Union (CJEU).
Holger’s practice focuses on regulated industries, including telecommunications, media, and technology; transportation (in particular aviation); and environmental regulation.
Holger's recent representations illustrate the breadth of his regulatory practice. He represented satellite operators on spectrum issues, assisted providers of communications and OTT services on the scope of applicable regulation, including on telecommunication data protection and privacy, communication security and telecommunication secrecy. He advises on the various European initiatives, such as the Digital Services Act and the Digital Markets Act, the European Commission's Connectivity Package, the Gigabit Infrastructure Act, and on the Artificial Intelligence AI Act, including on the implementation and enforcement on the national level.
In aviation law, Holger represents airlines against airport authorities concerning airport fees and advises on the European air transportation sector.
In environmental law, Holger frequently deals regulatory and compliance issues related to the operation of large industrial plants; emissions law; soil and water contamination as well as waste, hazardous waste, chemical law, and occupational safety law.
