Career

Carlos joined the firm in 2010 and is a Partner and leading teams in key areas such as Public Procurement, Infrastructure, Real Estate Law, and Financial Law/Fintech.

With over 15 years of experience, his career has led him to be recognized in various international rankings, including Chambers & Partners, which highlights him as "an excellent partner in advising on complex public matters." Carlos specializes in both public and commercial affairs, with a particular focus on structuring and executing legal strategies that facilitate participation in Public Procurment processes and contract execution.

He has led client participation in major public procurement projects, such as the bidding process for electric buses for Transmilenio, 4G highway bidding processes, and the first line of the Bogotá metro. Additionally, he is recognized as an expert in financial regulation and capital markets, providing advice to entities supervised and unsupervised by the Financial Superintendence, especially in the Fintech sector. He has advised local and foreign banks, insurance companies, and other financial institutions in financial transactions and capital market operations.

Carlos has also had a notable career as an educator in various universities in the country, teaching courses on banking contracts, foreign investment, and political economy for lawyers.

Among his most recent publications are the authorship of the Colombia chapter of the Global Fintech Guide published by ICLG, as well as contributions to the Fintech regulation guide and the LATAM state contracting guide, edited by Lloreda Camacho and covering over 15 Latin American jurisdictions.
