Mr. Arnold is a member of the firm’s Government Contracts practice group and assists contractors with all aspects of government procurement, including bid protest, contract claims, internal investigations, ethics and compliance, data rights and intellectual property, procurement fraud, small business issues, and transactional matters. He also co-leads the firm’s False Claims, Whistleblower, and Internal Investigations group. He has significant experience litigating before the Court of Federal Claims, the Boards of Contract Appeals, the Government Accountability Office, and other administrative tribunals and agencies. In addition, he has litigated in numerous federal and state courts across the country, including the US Court of Appeals for the Fourth Circuit, and the US District Courts for the Eastern District of Virginia, the District of Maryland, the District of Columbia, the Southern District of Florida, and the District of Alaska. Notably, he represented a large municipality in a long-standing litigation at the Court of Federal Claims, handling the matter through trial and obtaining a $367 million judgment, one of the largest judgments ever entered against the Federal Government.
