Career

Rodrigo Cubero is a Senior Counsel at BLP, based in Costa Rica.

An economist as well as a lawyer, Rodrigo helps the firm’s clients to have a clear vision of the economic and financial perspectives at the global, regional and national levels. His experience in financial and banking regulation, as well as in tax, investment and administrative law, provides our clients with expert support to invest, operate and grow their businesses in Central America.

He was President of the Central Bank of Costa Rica (BCCR) during the period 2018-2022. Prior to that, he served in senior positions at the International Monetary Fund for nearly 13 years, including as Deputy Division Chief at the IMF Institute for Capacity Development, from which he directed the IMF’s training programs for central banks and finance ministries in Latin America and the Caribbean, and taught IMF courses on economic and financial issues. As Deputy Personnel Manager in the IMF’s Asia and Pacific Department, he assisted in strategic decisions on human resources and management policies for the department.

He also served as Deputy Division Chief in the IMF’s Asia and Pacific Department, was chief of mission for the Maldives and Bangladesh, and a member of the Singapore, Malaysia, and New Zealand teams. He also served as Senior Economist in the IMF’s Western Hemisphere Department as a member of the team for Costa Rica and El Salvador. Prior to that, he was a professor of economics at Oxford University and a lawyer and tax manager for KPMG Costa Rica.

He joined the BLP team as Senior Counsel in 2022.
