Darren is a senior Parliamentary Clerk in the Parliamentary and Infrastructure Consenting team and has over 30 years of experience in the promotion of, and opposition to, Private and Hybrid Bills, Transport and Works Act Orders, Development Consent Orders and Harbour Orders for the authorisation of major infrastructure projects. Darren has extensive expertise advising on the preparation of the documents required to support an application and is responsible for securing compliance with the relevant procedural requirements. Darren is currently acting in relation to the Act of Parliament and hybrid Bills for the authorisation of the High Speed Two rail project between London, Birmingham and Manchester and Leeds and has previously acted in relation to the promotion of numerous Private Bills in the Westminster and Scottish Parliaments. Darren is currently working on a TWA Order for the authorisation of a renewable energy project off the coast of Wales and most recently has acted in connection with the TWA Order for the upgrade of the Felixstowe Branch Line Railway and the Bank Underground Station Capacity Upgrade. Darren acts for a large number of harbour and port authorities and is currently acting in the promotion of orders for the authorisation of developments at harbours in north Wales and off the West Coast of Scotland. Darren has also recently acted in the promotion of several Development Consent Orders under the Planning Act 2008 for renewal energy projects including two substantial onshore wind farms in Wales and two offshore wind farms in the North Sea.
