Alberto dorrego has a law degree by universidad complutense de madrid (1988). He entered by public competition as parliamentary lawyer (letrado de las cortes generales) in 1991, having served as such as legal counsel at the home affairs and justice committee and at the public administration committee of the congress of deputies and at the industry committee of the senate. He has served as director of commissions and legislative affairs and deputy secretary general at the congress of deputies of spain. In 2001 was appointed by the spanish government as director general for the modernization of the administration of justice (ministry of justice) remaining in duty until 2004, from where he promoted relevant legislative reforms of the spanish judicial system. He has been professor of administrative law in icade, san pablo university (ceu) and carlos iii university. As an attorney, he focuses his practice in public and administrative law. He emphasizes his experience in the fields of public procurement, public infrastructures and services, concessions and public-private partnerships (ppp). Also, is a recognized specialist in transport, rail and roads, pharma and health sector regulation. He has an extensive in experience in litigation in public law cases at administrative courts, supreme court and constitutional court. He is vice- president of the spanish chamber of concessionaires of infrastructures and public services (ccies) and chairman of the public procurement arbitration court of spain (tacop). He is secretary general and general counsel of the spanish association of privates employment agencies (asempleo). He is author of many monographs and articles regarding administrative law, particularly in public procurement concessions and ppp, and is correspondent member of the spanish royal academy of law.
