Law degree by the universidad complutense de madrid. He has been a member of the madrid bar association. Counsel of las cortes generales (spanish parliament) since 1991 and has held different positions in the administrative parliament, related to the economic and administrative areas: manager of the deputies congress and counsel of the economy and budget commissions, among others.Surplus officer of the treasury ministry technical corps and during his stay in that ministry he has been a vocal of the economic-administrative courts (1982-1990).As well, he is member of the spanish association advisory board of foundations.During his career, he has worked as public law professor at the university of distance education (uned), universidad pontificia de comillas-icade, european university (cees), and universidad carlos iii. Author of many publications related to his professional practice areas, in connection with which he has taught in several courses and conferences.As an attorney he has developed his practice in administrative law matters, particularly in public procurement (infrastructure and health and safety sector), concessions and public-private partnerships. He also has extensive experience in grant entitled, procedural matters (administrative) and administrative proceedings before public authorities, especially at the administrative penalty law.
