Jean-Pascal specialises in renewable and conventional energy and PPP/PFI projects, in particular in the waste sector.
His renewable energy experience includes advising on the renewable energy regulations (including the renewable obligation certificates ('ROCs'), feed in tariffs ('FiTs'), carbon reduction commitments ('CRCs'), community energy savings programme ('CESP') and the offshore transmission regulations ('OFTOs')), energy service companies ('Escos'), power purchase/energy supply agreements, connection agreements, landlord/developer framework agreements and fuel supply agreements in the context of onshore and offshore wind, marine, CHPs and wood fired boilers, as the case may be. He has advised banks, developers, suppliers, the public sector and housing associations in the areas detailed above.
He has regularly advised on the electricity regulations (including upon licensing issues), flexible electricity and gas supply agreements, tolling agreements, commercial and residential heat supply contracts and conventional electricity connection, construction and adoption agreements for major developments.
He regularly advises on PPP/PFI projects, advising both the public and private sector, in particular in waste/energy from waste (including on outline business cases, competitive dialogue, interface issues and joint working) in the context of landfill contracts, IVC/composting contracts, energy from waste facilities, AD food waste treatment projects, MBT projects and transfer stations. Other projects' experience includes school PFIs (including a variation involving the PFI contractor, the governors, LSC and Wiltshire County Council) and fleet management outsourcing.
He is also very experienced in working on a wide range of commercial agreements, including service provision contracts, licensing agreements, collaboration agreements and joint ventures.
Jean-Pascal also has the benefit of having worked in-house, having previously worked for Ericsson, where he was involved in the supply of mobile telecommunications infrastructure and the outsourcing of manufacturing services, and Alstom, where he was involved in advising on the rolling stock, signalling and power generation projects.
