Career

Richard Burger is a seasoned white-collar defense and investigations practitioner with over 25 years’ experience in complex domestic and international regulatory enforcement and criminal investigations.

Mr. Burger is a former investigative lawyer and prosecutor with two of the UK’s leading financial regulators: the FSA, the predecessor to the Financial Conduct Authority (FCA), and the Financial Reporting Council (FRC). He has also been on secondment, as the Head of Compliance and Legal to the London market operation of a NYSE Listed Bermudian insurer.

Mr. Burger’s practice spans all aspects corporate crime, securities enforcement, and financial services compliance. He is highly experienced in advising boards on: close supervision by regulators, anti-financial crime, focusing on bribery, as well as corporate governance issues; conducting internal corporate investigations, as well as devising remediation schemes. He has conducted private prosecutions for regulators and local government, as well as on behalf of corporates to protect their assets.

Informed by his extensive experience in criminal, regulatory and professional disciplinary law, Mr. Burger has successfully defended clients under investigation by a wide range of regulators and agencies including the Serious Fraud Office (SFO), FCA, FRC, Society of Lloyd’s, Prudential Regulation Authority (PRA), HM Revenue and Customs (HMRC), National Crime Agency (NCA) and US Department of Justice (DOJ).

He has also represented professional services firms and their partners under investigation by the FRC, Institute of Chartered Accountants in England and Wales (ICAEW), and Solicitors Regulation Authority (SRA), with a particular focus on non-financial misconduct and anti-money laundering systems governance. In his professional disciplinary practice, Burger has prosecuted for medical regulators, including the General Medical Council (GMC), and now sits as Chair of the Disciplinary Panel for the Chartered Institute for Securities and Investment (CISI).
