Clare’s practice focuses on air quality and climate change regulatory compliance, litigation, and enforcement matters impacting the transportation, agricultural, and energy sectors. Practicing out of the San Francisco office of Hunton Andrews Kurth LLP, Clare’s focus has been largely on mobile source emissions regulation, climate change, accidental release prevention, and energy transition. Clare advises on both federal and state environmental and transportation safety programs, including California Air Resources Board (CARB) regulations impacting vehicle, equipment, and parts manufacturers, as well as risk management program (RMP) compliance.

She also has experience in an array of regulatory matters related to transportation and energy industry project permitting, construction, recordkeeping and regulatory compliance. Finally, she advises clients on all phases of incident response—including proactive contingency planning, compliance with release reporting and other post-incident requirements, handling agency investigations, and addressing environmental liability and remediation obligations.
