Career

Marcos Augusto Perez is a founding partner at Manesco and an Associate Professor of Administrative Law at the Faculdade de Direito, Universidade de São Paulo (USP). He currently serves as the Vice Head of the Department of State Law at FDUSP and holds Chair No. 63 (Geraldo Ataliba) at the Academia Paulista de Direito. He is also the former President of the Special Commission on Infrastructure of the OAB-SP. Perez is a senior researcher with the Grupo Direito Administrativo e Sociedade and coordinates the research projects: Direito Administrativo da Infraestrutura (DAI) and Laboratório de Governo (LabGov).

In his recent professional endeavors, Perez has worked on various significant projects. He has been involved in the highway concession project for BNDES, developed the port concession model for IFC, and contributed to the BRT project for the World Bank. Additionally, he has worked on a cogeneration project from the combustion of solid waste in Rio de Janeiro. His expertise also includes sponsoring actions for credit recovery and economic-financial rebalancing in concession contracts, including airport concessions. Furthermore, he has served as an arbitrator in a case involving a municipal public transport concession contract.

Perez has received several accolades for his work. He was ranked by Chambers and Partners in the Public Law area, achieving band 4 status in Brazil in 2023. He is also the Practice Head of Public Law in The Legal 500 ranking. In 2022, Análise Advocacia named him the fourth most admired lawyer in the specialties of Regulatory Law and the Construction and Engineering economic sector, and the fifth most admired in the State of São Paulo. Additionally, he was recognized by Leaders League in 2023 for his notable contributions through Manesco.

In 2017, Análise Advocacia 500 honored him as one of the Most Admired Lawyers in the categories of Infrastructure and Regulatory Law and in the State of São Paulo. In 1998, he received the Professor Lafayette Pondé Award for his monograph “As Agências Reguladoras no Direito Brasileiro” from the Instituto Brasileiro de Direito Administrativo.

Perez’s academic background is extensive. He earned his Livre-Docência in Administrative Law from USP in 2018, a Doctorate in State Law from USP in 2005, a Master’s degree in State Law from USP in 1999, and a Law degree from USP in 1988. His educational and professional journey highlights his dedication and significant contributions to the field of Administrative Law in Brazil.
