Career

Founding partner at Manesco, Ramires, Perez, Azevedo Marques Sociedade de Advogados, Floriano advises investors in Brazil's regulated sectors, such as Road Transport, Rail, Energy, Gas, Telecommunications, Ports, Airports, and Healthcare, helping them navigate complex legal frameworks. He also represents clients in litigation before Brazil's higher courts, such as the Supreme Federal Court (STF) and Superior Court of Justice (STJ).

A full professor of Public Law at the University of São Paulo (USP), a widely regarded law school in Brazil, where he also served as director (2018-2022). Floriano also teaches at the FGV Direito Rio post-graduate program, part of the Getúlio Vargas Foundation (FGV), a prestigious Brazilian educational institution.

Floriano currently serves as Minister of the Superior Electoral Court (TSE), which oversees Brazil's election process, and was Director of its Electoral Judiciary School (EJE), an institution responsible for educating judges and lawyers about electoral law.

Author of 21 books and more than 90 chapters, Floriano has received numerous accolades, including the Award of Thanks from the Brazilian Bar Association (OAB) in 2021. Ranked by Chambers & Partners in Telecommunications and Public Law and listed in Legal 500’s Hall of Fame for Public Law, he has been recognized as a Leading Individual since 2013. Additionally, he was named a National Leader and Thought Leader by Who’s Who Legal in Telecoms, Media, Administrative Litigation, and Government Contracts.
