Career
Wladimir served as a consultant to the Federal Government for the drafting of several important laws, including the National Basic Sanitation Law, the Public Consortia Law, and the National Solid Waste Policy Law. His expertise includes modeling various basic sanitation services, such as solid waste management, feasibility assessments for concessions, public-private partnerships, recovery of public providers, and regulation, particularly concerning the economic and financial balance of contracts and tariff reviews. He played a key role in establishing and consolidating public consortia, including the Olympic Public Authority (APO), and provided consultancy on financial law aspects, especially in creating guarantees and structuring special or trust funds, including the Fundo Paulistano de Recycling.
His recent highlights include modeling the bidding process for the concession of public water supply and sewage services in 223 municipalities in Piauí, as well as modeling concessions for the same services in Pará and Maranhão and public sewage services in Goiás under a contract with BNDES. He developed the concession model for urban solid waste management services in Rio Claro, Franca, and Campo Mourão, and advised municipalities in public consortia in São Paulo and Rio Grande do Sul under a contract with FEP Caixa. He also advised the National Water and Basic Sanitation Agency (ANA) in preparing various reference standards for public solid waste management services and urban rainwater management. Additionally, he designed and implemented the regionalization of basic sanitation services in multiple states, developed a concession model for producing desalinated water to supply Fortaleza, and facilitated an agreement between Companhia Vale do Rio Doce and the Municipality of Pará de Minas to restore damages caused by the collapse of the Brumadinho dam.
