Roy is a partner at Consortium Legal – Costa Rica with more than 24 years of experience in legal advice in the public sector. He specializes in the field of public law, administrative contracts, advise on the conceptualization of public and/or private business, administrative and infrastructure procurement in Public Law, Administrative Law, and Constitutional Law. Advice in the area of telecommunications and aeronautical law. He has extensive experience in judicial processes.
During his career he has held positions of advisor to the National Council of Concessions, Lawyer of the Constitutional Chamber of the Supreme Court of Justice, Advocate for the Office of the Comptroller General of the Republic, External Consultant of the Civil Aviation Technical Council for the development of the International Airport Juan Santamaría.
He was also an advisor of the National Concession Board for the development of concession projects of public work with public service and to the President of the Republic of Costa Rica in concession projects (public and/or private).
