Carlos Andrés is Partner of the Firm and co-leads the teams of Infrastructure & Projects, Telecommunications and Public Procurement.

He has more than 20 years of experience during which he has participated in the structuring of the most important infrastructure projects in Colombia, as legal advisor to the State, multilateral entities, or sponsors. Likewise, he has participated as legal structuring of relevant infrastructure projects in Latin America and is currently part of the group of legal experts in PPP of UNOPS. As part of this trajectory, he has overseen the structuring of PPP projects (PPP/PFI) for highways, airports, railways, waterways, hospitals, prisons, museums and libraries, among others.

In the telecommunications sector, he has acted as legal and regulatory advisor to different operators, as well as to the State, which he has also assisted in projects related to the radio electric spectrum and the operation of the dot co domain.
