Inquests

Lucy Bill is a civil practitioner with a particular specialism in personal injury, clinical negligence claims, costs and procedural disputes, acting for both Claimants and Defendants. Lucy enjoys a busy practice in Court and is instructed in fast track RTA and EL/PL matters, often involving allegations of fundamental dishonesty. Lucy is a persuasive yet measured advocate, with experience in successfully striking out statements of case and achieving costs consequences for unreasonable behaviour.

Lucy also has a strong paperwork practice, advising frequently on matters pertaining to liability, quantum, Part 36 offers and case management strategy. Lucy additionally accepts instructions to draft statements of case and Part 35 questions to experts, and is competent in dealing with complex quantum issues, including Ogden future loss calculations.

During pupillage, Lucy gained extensive experience by observing senior members in Chambers. In particular, Lucy drafted Schedules of Loss, observed CCMCs and witnessed formal mediations for high-value multitrack claims involving, inter alia, fatal accidents, catastrophic brain injury, sub-contractor disputes and stillbirth cases. Lucy also acted as pro bono junior counsel in a complex solicitor/client costs dispute arising from a CFA.

Outside of work, Lucy enjoys powerlifting, playing netball, skiing and baking.

Inquests

Lucy is a member of 3PB's Inquests team. She is adept at handling complex medicolegal issues, questioning expert witnesses and dealing with Article 2 ECHR compliant proceedings both with and without a jury.

Lucy is able to deal with sensitive circumstances and represents the interests of bereaved families as well as those of interested parties, including where the potential responsibility for a death may become the focal point of the proceedings.

Lucy recently represented the family of Roxy Edie Paula Phillips, at the inquest touching upon her tragic death at 15 years of age, when she was sadly electrocuted on the live railway lines running from Weymouth Station. At the Pre-Inquest Review Hearing on 20 November 2024, the Senior Coroner clarified that the scope of the inquest would cover, inter alia, the events leading up to the death, Roxy’s previous contact with CAMHS, and the responsibilities, actions and policies of South Western Railway, Network Rail, Dorset Police, the British Transport Police, the Chief Constable of Dorset Police, Dorset Council and Dorset Healthcare University NHS Foundation Trust.

Lucy successfully argued that it was known (or ought to have been known) that there was a real and immediate risk to life and that there was reason to suspect that an act or omission of a police officer was causative or contributory to the death. The Senior Coroner therefore accepted Lucy’s submissions that a jury would be required, and that Article 2 ECHR could become engaged. Accordingly, the three-week inquest scheduled for November 2025 will be Article 2-compliant, leaving it open to the Senior Coroner to determine whether Article 2 will be engaged once the live evidence is heard. The case has been widely reported by the press, including the Daily Mail and Dorset Echo.
