Career

Jack specialises in administrative and public, planning and environment and property law and has expertise in a range of related areas including commercial, local authority governance and services, licensing and housing.

Jack appears regularly in the High Court and at planning inquiries on behalf of private parties, local authorities and the Secretary of State (having been appointed to the AG’s 'C' Panel) and has been involved in a number of significant planning/public law cases in the Court of Appeal.

Recent cases includes: Benson v SSCLG [2018] EWHC 2354 (Admin) (Fairness in inquiry procedure); Euro Garages Ltd v SSCLG [2018] EWHC 1753 (Admin) (Green Belt); Cheshire East v SSCLG [2018] EWHC 1524 (Admin) (Neighbourhood Plans); Bohm v SSCLG [2017] EWHC 3217 (Admin) (heritage assets); R(Wet Finishing Works Ltd) v Taunton and Deane BC [2017] EWHC 1837 (Admin) (consultation requirements in respect of s.106 agreements); Oakley v South Cambridgeshire DC [2017] EWCA Civ 71 (Admin) (scope of common law duty to give reasons for the grant of planning permission); RLT Built Environment Ltd v Cornwall Council [2016] EWHC 2817 (Admin) (challenge to second homes restrictions in St Ives Neighbourhood Plan, with Mark Lowe QC). 

Jack is a contributor to Cornerstone on the Planning Court.
