Richard is a specialist public law barrister with expertise in information law, licensing and regulatory matters. His experience spans judicial review, civil claims, criminal prosecutions and confiscation proceedings.

He is a member of the Attorney General’s C Panel of counsel as well as panels operated by the Metropolitan Police Service, Crown Prosecution Service and Serious Fraud Office.

Richard has acted for a local authority facing judicial review of its decision to withhold support under the Children Act (R (AC & SH) v LB Lambeth [2017] EWHC 1796 (Admin)), for a large transport services provider facing revocation of its operating licence, for the billing authority in a Council Tax Reduction Scheme appeal from the Valuation Tribunal (Turner v South Cambridgeshire DC [2016] EWHC 1017 (Admin)), for a haulage company facing a multi-million pound confiscation order following an historic breach of planning control (BECL v NW Leicestershire DC, September 2017), and for a landlord challenging the interpretation by a local authority of its selective licensing powers under the Housing Act 2004 (Tuitt v LB Waltham Forest, Property Law Journal, October 2017).
