Alex is a seasoned public lawyer with a broad and busy practice in Cornerstone Barristers’ core sectors of planning, licensing and social housing. A former career academic, he has years of high-level research experience and internationally-recognised expertise in constitutional, administrative and human rights law, on which he has authored a number of books and articles. He is a leading authority on the amenability of bodies to judicial review and the Human Rights Act 1998, on which he wrote his PhD and continues to advise as a practitioner.
He is regularly instructed to act for central and local government and private clients in a range of matters including at planning inquiries. Recent notable reported cases include R (Humber Landlords Association) v Hull City Council [2019] EWHC 332 (Admin), concerning a challenge to local authority policy on private-sector landlords.
