How do you approach managing legal aspects during periods of instability or crises, and how does your legal strategy align with the broader business strategy to ensure the organisation’s resilience?
My approach to managing legal aspects remains consistent regardless of external conditions. Laws are universally applicable, and adherence to them is the cornerstone of our legal strategy. This consistency aligns with our broader institutional strategy, enhancing resilience by ensuring ethical conduct and maintaining public trust. During instability, legal compliance becomes even more critical, serving as a stabilising force. It helps our institution navigate challenges effectively while making informed decisions in the public interest. This commitment to the rule of law, especially in times of crisis, ensures our institution remains a pillar of stability and reliability for the community we serve.
What are the main cases or transactions you have been involved in recently?
Our team continues to handle a diverse range of responsibilities, including assessing and analysing legal risks associated with bills, agreements, resolutions, regulations, and legal cases. We also provide legal opinions on claims and arbitration and on the application of laws, decrees, and conventions. Additionally, we advise both national and international teams on issues and placements of domestic and external public debt on behalf of the nation. We collaborated on several international debt transactions, including liability management operations, which led to us obtaining the Sovereign Local Currency Deal of the Year award from Latin Finance.
What measures has your company taken to embed sustainability practices into its core business operations, and how does the role of the general counsel contribute to driving and ensuring sustainable practices within the company?
Our institution has taken significant steps to integrate sustainability into its core operations. First, we submitted a reference framework to govern the issuance of Sustainability Bonds aimed at financing state projects focused on creating a more dignified and sustainable public transportation system, promoting renewable energy and energy efficiency programs, managing solid waste, and conserving the country’s water resources. This was followed by the issuance of our first green bonds to finance projects with positive environmental impacts.
In my capacity as legal advisor, I provide legal oversight to ensure that all initiatives and projects comply with national laws. This involves understanding the established legal processes and translating them into practical strategies for those responsible for the implementation.
